Start to make a eye contact, smile, if you are far enough to her, walk beside her and say, Hi!
"Did I see you somewhere?"
"What was your name was?"
"yeah! I see!"
"Ahh! I remember now.... I was here all along I been waiting for you", then smile again and laugh.

When you use the openers, be ready to ask more questions, or continue the conversation, should they give you a one word answer until the other person feels comfortable. Just be sincere, and relaxed when making that first move. It will make the other person more open to talking with you.
By the way, it is always best to ask a question that can not be answered with one word. For instance--Instead of saying do you like something, say it appears that you are enjoying that, what is it that you enjoy so much? This way the person can not answer with one word, and move on. She will tell you what she likes, and you can come back with your own opinion.

Use the funnel technique. Start conversation with anything. Ask small questions that would make her reply in detail. Lateron when she is confortable talking to you, be a good listener as whe might speak a lot. In between you have to judge what are her favourite topics. And even if you do not like something, do not say you do not like. Agree to her and show common interests.
Show that you are a like minded person.

There are various things you can do.
Bump it her on accident. Or a simple, 'Hi, I'm (name) Nice to meet you.' Try to overhear a conversation and pretend to be passionate about that subject. Don't be too forward or aggresive or she's possibly scared off.

actually being you and speaking your mind. just relax, be polite. try to be sincere. genuine you know. things like that. be a real gent. ask about what she enjoys. what's her take on the war. whatever. most important. be yourself.
