There are a lot of factors affecting which bike is best for you. Your local bike shop is your best bet on this one. Go and have them fit you. Based on your build, goals, experience and budget they will be able to recommend the best bike possible to fit your needs. Stay away from eBay, WalMart, Tagret, etc. Without being fit for your bike first you are setting yourself up for a world of pain, trust me!

The first roadbike I bought I purchased from eBay based on the seller's recommended size and some friends recommendations of brand/model. The bike was too big but I never knew this until I went to the bike shop a year later to get some adjustments done. When I got on a bike I fit on I saw a difference immediately in comfort, efficiency and enduarance!

KHS, Specialized, Trek, and Giant all have very good entry level road bikes in different price ranges

plan on spending at least 500 to 600 dollars for quality
don't forget the helmet, shoes, etc.

the Specialized Allez and KHS Flite are good for a beginner

Trek and Felt both offer good entry level road bikes. Both tend to use quality components. Make sure you get fitted for the bike you are interested in.

I personally like the Windsor Dover for a beginner's road bike. It can be examined/purchased at http://www.bikesdirect.com/products/windsor/dover.htm

It is a great deal cheaper than you can buy at you local bike shop (a.k.a. LBS in cycling-speak), but the final assembly should probably be done by the LBS to ensure it is done properly, can probably get it done for 30 or so dollars. Also, make sure you get fitted for the proper frame size before you purchase. This, again, can be accomplished at your LBS.
