You should use Rogaine. Use either Men's or Womens Rogaine. I've heard some really good results from it. It's mainly meant for hair loss, but some girls put it on their Eyebrows to make it thicker and much fuller.
One girl who had reaaaally thin eyebrows used the Men's Rogaine. This was showed on the Tyra Banks Show and within 3-5 months her eyebrows were as full as she wanted it.
However this product cost at most $40 - $50 in local drugstores/department stores.
