It wasn't right for your doctor to blow you off without an explanation. At this age, your son's bones are really soft still (comparatively) and even with physical therapy, they will continue to get worse. He may try braces for his legs, but ultimately surgery is best and will allow him to walk without pain the fastest.
You have the right to know and understand what and why your options are and what's best for your son. I would personally find a new doctor. To blow you off like that does not bode well for when you have other questions too. You should certainly find another doctor and have a second opinion before you put your baby through surgery. While I know how educated and reliable my information is, you have no way of knowing nor anyway of knowing about any advice you get here. Call some other pediatricians tomorrow and set up informational interviews (they should be free). Ask them how they approach parents and what they do if a parent has a question or feel apprehensive about treatment. Then decide who you clicked best with and have that pediatrician see your son. YOU DO NOT HAVE TO ALLOW THE SURGERY UNTIL YOU FEEL ITS WHAT IS BEST FOR YOUR CHILD!!! Don't let the doctor or anyone make you feel bad for waiting. Even if it takes a year or more before you are comfortable with the recommended treatment, feel confident that you are researching and doing what's best for your son. Follow your instincts, that's why you are the mom.

I realize this post was 6yrs ago and I am sorry if it brings up any pain, but we are going through something similar with our lab who is 10 and 105lbs (very tall, not overweight). Our lab has a tumor in his leg and although we are awaiting results to know if it is benign or malignant, the doctor feels that since it's blocking his leg up, the only recourse regardless would be either amputation or to but him down when the pain becomes too much. The vet is not too keen on the amputation route because of his age and his size but agrees to do it if that is our choice. Our baby is happy and healthy otherwise and doesn't exhibit any other aging, so we feel we should amputate. Please let me know what you had decided and what happened. It may help us in making our decision.

I would seek a second and possibly third opinion. And ask why he is having these issues and how surgery is going to help. As parents we need to ask questions so we can truly understand what's going on. If you are questioning surgery that's understandable but you need to research and ask questions. You could try physical or occupational therapy and ask about leg braces...at 15 months the bones are still soft and growing and I think braces would correct the problem.

Definitely get a second opinion, and if you are still not sure get a third. It is not wrong to worry about your child and know what your options are. It is a very intelligent thing to do when you are not completely confident surgery is the correct decision.

You have the right to get a second opinion. A doctor told me my daughter needed surgery on her knee. I got a second opinion and her problem was corrected with physical therapy. Your situation is different and he may need surgery but it is your right to get a second opinion. Find another doctor to take him to and see if he says the same thing.
