requested for a change of rating from AM to HM. been waiting for 3 weeks now.

HM is pretty full. Don't know what CREO rating AM is at, but of it is Creo 1 or 2 you probably will not be allowed to change rates.
additionally, you may only be in DEP for twlve months, so if a slot for HM won't open up before your 12 months are up, you are out of luck.

HM is a pretty packed rate last I checked... so it may take awhile if it gets approved at all. I don't recall what AM is... but if its undermanned, you'll not have much luck changing rates.
