Technically a torrent is just a pointer to a file.
BitTorrent is a P2P protocol that covers filesharing with a tracker keeping track of who's where, but holds no actual files. Individual bittorent users will negotiate through the tracker for the pieces that will eventually comprise of the whole program.
A torrent points to a specific file tracked by a specific tracker.
The technology isn't what determines its legality, it's the users. A gun could be used legally for self defense, and illegally to murder. Same with any technology, including P2P. If you use it to violate copyrights, it's illegal. If you use it to share freely available content, it's legal.

Torrents are illegal. Always have been and always will be. The ONLY legal way to get games online is to buy them from a site like Amazon or eBay. If you torrent games and you are caught then your computer will probably be confiscated as evidence, you be fined an absurd amount of money or possibly be thrown in jail. Don't do it.

torrent is a P2P (Peer-to-Peer) program where you can download files, like music, movie clips, etc. Its like Napster or Limewire.
Legal, well if other people want to share their files and want other people to download them, why would it be illegal.
