The "Fulcrum" is the NATO reporting name for the MiG-29. Or in other words it is an unclassified code name.
These reporting names are assigned because the Soviets didnot have the practice of naming their machines.

(Russian: ÐиÐ-29) is a fighter aircraft designed for the air superiority role in the Soviet Union. Developed in the 1970s by the Mikoyan design bureau, it entered service in 1983 and remains in use by the Russian Air Force as well as in many other nations. NATO's reporting name for the MiG-29 is "Fulcrum".

As others said, Fulcrum is the NATO name for it. NATO gave all Soviet fighters F-names. MiG-25 was Foxbat. Su-27 was Flanker, MiG-21 was Fishbed, and so on and so forth. NATO also gave all Soviet bombers B-names. Blackjack, Backfire, Badger, and so on. (And yes, helicopters got H-names, Hip, Havoc, Hind, and so on)

They are the same aircraft. Great air-to-air target. Relatively well made, sturdy and cheap. Shame they can't be reused after they blow up.
