Well your being very general here, there are many other factors in the individual.

but i would expect a person with heart failure to have the fastest heart rate due to the extra effort done by the heart to pump blood into the venticles and out to the aorta and pulmonary viens.

I'm going to say A, with the assumption that the heart failure is untreated. The heart cannot pump as much blood, so the heart rate will increase in an attempt to maintain cardiac output.

If the heart failure is acute and uncompensated, that will be it, but many people with heart failure are well-compensated and taking beta-blockers, and they may have lower-than-the-average-bear heart rates.
