I think you will need to replace jogging with an activity that will burn calories and build muscles in your legs, like bicycling. Or, you could try jogging up hills, or up staircases. Anything that will really burn in your legs, because if you lose fat you will lose it everywhere, but you can build muscle where you want it. I guess you could also supplement your jogging with leg workouts (like squats with weight).

I've always had extremely strong legs. I used to weigh 250lbs ( @ 6'0 tall) and I maxed out the leg press machine at my college. In the past 2 years i've lost 80lbs doing aerobic activity (with core training) and on a recent trip back to the gym I was still able to max out the leg press machine. When you run a lot your bulk muscle turns into lean muscle and lean muscle is extremely more effective than the bulk muscle that makes your legs look big. So your legs may get skinny, but you should keep most of the strength in them.

Instead of doing so much cardiovascular exercises, you could try doing some abdominal workouts, if you want your stomach more toned. You could try something like yoga, which tones all of your body and it's relaxing.
