does duty cycle mean when the pump stays on? in other words if it reaches a certain base pressure, than does it kick off until pressure comes up again and then it comes back on.

It is the length of time that the pump can be run dry, with no liquid on the suction or inlet side.

Duty cycle of a pump :
whether the pump runs continuously or intermittently .
If intermittantly, then how many start/ stop cycles per hour is invollved .
pump running dry :
It means if there is chance of the pump running with no liquid within the casing or barrel .
These service conditions are considered to select the drive motor duty conditions and protection.
Motors generally can bear upto 6 star/stop cycles per hour.
