could you legally take a test and obtain a foriegn license in the u.s.a for example?

It all depends on how you lost your license - If you lost it through drink driving then in theory you have a criminal record and you wouldn't be even allowed to visit the USA let alone take a driving test over there

If you've been banned in the uk you can't use your uk license abroad. The rules are that you must have a valid licence from your home country. This also applies if you have an International Driving Permit. I believe you could legally take a test elsewhere but there may be rules prohibiting dual licences in some countries

If you lose your licence, you've lost your licence. Full stop. To take a test in a foreign country you normally need to be resident there; you certainly need a good grasp of the language and the traffic laws.

my friend was banned in the uk drink driving went to corfu and hired a top of the range car no problem.

Of course it does.When you drive in other countries you are still driving on your UK license.If you`ve had it suspended then technically you ain't got one !!
