Without seeing it, its hard to tell for sure. If she is only itching on her rump area it could be a hot spot or a skin infection possibly from yeast. If she is losing hair and the area looks red and inflamed then its more than likely a hot spot and your vet can give you a cream or spray to help it. If its dry and really flaky and feels bumpy it could be either a yeast or staph infection. If she is itching on her face and chewing at her feet as well she could have allergies, more than likely food allergies. But like I said its hard to tell with out seeing it. I hope this helps to rule out the possibilities and what things you can ask your vet about and to check for.

She might have dry skin, or perhaps some parasite.
Try putting more oily stuff in her diet and see if that helps. If not, ask the vet to take a scraping and find out if she has mange, ringworm, or scabies. Or perhaps something else.
Good luck!

either there is an itch or she is simply playing. if you want her to stop biting, there are things that pet stores sell like Bitter Apple. You can spray a bit on her tail and the bitter taste is supposed to make them stop. My dog actually liked it so Bitter Apple didn't work for me. Try it.

my dog, he got in a briar patch and he kept bitting it, it probably itched, but as long as she doesnt hurt herself, it is fine.
