My paternal grandmother is half Jamaican. Her father was Portuguese and her mother Jamaican. So what percentage of me is Jamaican? My mother says I'm 1/4 Jamaican and 1/8 Portuguese. I think I'm 1/8 Jamaican at best. A friend told me I was 1/16 Jamaican. Who's correct?

1/8 Jamaican is correct unless your mother also has Jamaican blood.

You are right - you are 1/8 Jamaican if there is no Jamaican ancestry on your father's side. Your paternal grandmother was 1/2 Jamaican. Your mother would be 1/4 Jamaican, 1/4 Portuguese, and 1/2 the heritage of her father. You would then be 1/8 Jamaican, 1/8 Portuguese, 1/4 your mom's father's ancestry, and 1/2 your father's ancestry.

Your dad would have been 1/4 Jamaican, unless your paternal grandfather was also Jamaican. The same holds true for the Portuguese side.

That means you'd be 1/8 Jamaican, and 1/8 Portuguese (not counting your paternal grandfather's heritage, or your mother's heritage).

It's really pretty easy math:
Grandma was 50%
Divide that by two to get Dad's percentages, which means he's 25%
Divide that by two to get your percentages, which means you're 12.5%, which is 1/8.

You are right. Your dad is 1/4 Jamaican. That makes you 1/8th Jamaican. Your kids will be 1/16th.
