I'm interested in conducting my own penetration tests with my firearms. To my understanding you want to use wet paper, whats the reason for wet over dry? Then secondly, when performing these tests, how far away should you be from the paper? Would phone books be the best bet? Anything else I should know? Thanks.

This dude does some pretty cool ammo penetration tests. If you wanted you could build some stuff like he has.

The best way to perform these test are on baliistic gell. you can get a recipe off the internet at the sit below. I've never tried it myself but I know a couple of kids at my brother's highschool did a science fair experiment last year with a recipe they got off the internet so it can't be that hard to make.
