How do you get a RDS radio to unlock?

I have a 2002 chevy malibu. and i recently brought a used rds radio from another malibu. But when the battery is off the radio works, when its hooked up it locks. And somebody told me you have to unhook the radio then try to get 2 sets of 3 digit codes but how can i, if the radio doesn't lock when disconnected. And Chevy wants to charge me $85-$130 to fix. I know its a simple problem. i just don't know what to do.

This is not a simple problem.Please let a dealer learn the new rds radio to the bcm it is the only way the new radio will work with no problems.
