You should do it when you both feel ready.
To be honest, most couples have sex before marriage. It's hard to resist the urge to know each other that way, and it certainly is one of the most pleasurable acts in life.
Pay no heed to those who will come on this answer page to defame your idea to have sex out of wedlock; they are simply intolerant.

When it is right for both of you. My boyfriend and I ideally wanted to wait 6 months so that we could develop our mental and emotional relationship first, but ended having sex 3 weeks in. We were, however, best friends for 5 years prior to starting a relationship, so our circumstances and comfort level were different than other couples. Point being, each couple is different and unique, and so there is no "right time" except for when it is right for you.

I presume we're speaking legal age for both.
I'd rather count from the beginning of the relationship, not backwards from the wedding day. I'd say, 2 months into relationship is a good time. Any time from then on.

you should wait till marriage but if you chose to do it before i would wait till both are ready and mature enough to Handel the added stress of having a sexually relationship that changes relationships sometimes

When both of you feel you are ready and after you have made yourselves aware of proper birth control methods and STD protection methods. I don't mean to spoil the fun but too many people these days are getting pregnant when they aren't ready or contracting STD's or STI'S. Good luck.

u will know and u wont be asking people and questioning when u both are ready if u were and are ready so follow your hearts and feelings and take it slow and I would wait awhile when u dont have doubts and questioning u are ready for sex or not
