It is a (very) formal Dutch way of saying I love you.
It is in the polite form.
More normal would be Ik hou van jou
A lot depends on context the dutch don't really have a saying
equivalent to' I like you' in some cases.
They'd say 'Ik vind je aardig' I find you likable (literally)
So ik houd van u is not by definition a declaration of love.
It often is, but it can also be a heartfelt compliment and a warm
thank you for given support or agreeing with someone on an
important matter.
Sometimes used jocularly in dutch slang meaning approval.
