On a A/C wall outlet neither side is positive ! what you have is ...one side is live in other words it carries an alternating voltage . The other side is neutral . In some countries the neutral is connected to the earth at the power box, in other countries it is not . A neon screw driver can be used to detect the live cable ! but don`t poke anything into a wall socket unless to know what you are doing !

If you are talking the wall outlet, the smaller plug opening is the "hot" side.

Wall current is a/c so there is no plus or inus.

It doesn't matter because the current alternates which means it changes from positive to negative. Why are you asking this?
