Normally, no. I've gone to lunch before and had to start eating before the other person was served b/c I only get 1 hour for lunch. If you are at a dinner at someone's house or not on a time schedule wait.

I think it's OK if the others give you permission to start when service in a restaurant is pretty bad or when the host or hostess starts serving but can't get to the table right away to eat with you at home. Without these sorts of situations, it isn't OK.

It depends on the situation. If you are at a wedding, you should start to eat when your table has been served, in order to keep the flow. If you are at a family dinner, or something to that effect you may want to wait because there is a good chance someone there is going to want to say grace.

Generally it is not okay. If everyone insists on you eating then if you have politely said no then it is okay. But still you should eat slowly and small bites until everyone else gets served. And don't finish before they get served.

Yes, when there are multiple people at the table, as long as 2 or more people have been served you can begin - well, that is if you're out at a restaurant.
If you're at someone's home, then you need to wait because sometimes they say grace.

If you're being strictly polite then no it's not.
However in modern society manners are somewhat lacking, and in virtually any situation everyone just 'digs in'.
If you're at a posh dinner party I would still wait though.
Follow everyone else and you'll be fine.

at a restaurant with close friends, yes. But in a formal setting with people you don't really know or if you are at your in-laws, then no, never start eating until everyone is served.
