Don't let anybody fool you on this one! The only way you can get breasts quicker is if you get implants. Developing breasts comes NATURALLY, and they will come when they come. You can't speed up the process. Sorry!

No, don't be silly. It's a natural process and everyone is different. Like you said above, breasts "develope". There is no set age that is right.

no hun. Its just hormonal you can probably take a pill but i suggest not. Youll get them/they will get bigger when your body is ready.
