Have you tried meditation? You may need to clean out some hidden thoughts you've been harboring. You may need to forgive some people and let go of some grudges - it may be some people you don't like are people they do like, and if you don't get along, the faeries don't like it.
Have you made a place to commune with them?
I'm guessing they need a secure, safe place before they come out to play. They also need to be sure you will not abuse the privilege of seeing them (Hence the pure heart). I would suggest creating a very private spot, like a secret garden, where you can be without being disturbed for a length of time, and see if that is a safe place for them. You may need to clean out and clean up, house, heart, and soul.
Self hypnosis might also help - but I would be very very careful about using chemical substances, a bad trip is still a bad trip.
Practice communicating with real creatures first. If you are really good at "talking" to cats, you might be able to hear the others. They don't talk with words, you have to sense them more than "hear" them.
Get into the habit of writing down your dreams when you wake up. They may have been communicating with you all along.

Why do you want to see Faeries? And what is your definition of Faeries? What is it you seek to gain from seeing faeries?
Without more information, the only thing I can suggest is to be pracitcing meditation daily to help you gain access to other states of mind in which you can interact with the world, and if you have a working group once you have mastered meditation perhaps engage in a guided meditation, that will allow you to interact with the fae.

Sorry, I'm Pagan, but I'm still a confirmed sceptic. It hasn't turned off the logic centers in my brain. Now, as a spiritual metaphore, the fae have a lot to offer.

SOme traditions say that there is a salve that could be made and applied to the eyes so that you can see the fae, but that's all made up stuff. The real reason you can't see them is because they are just make pretend.

You COULD travel to Brazil, hang out with the Yanomamo Indians, who take this ground up root. It helps you see all KINDS of things! But then again, you might freak and jump in a piranha-filled river as imaginary dragons chase you....

Sometimes it helps to go with someone who has seen them as well.
You can try to find a place where they congregate...you need to look with your 3rd eye and heart.
Also, remember that not everyone can physically see the Fae...
