I believe that the Passport Agency is saying the waiting time is around 10 or 12 weeks. Yours has only been about 4 weeks. Hope you do not have to go anywhere soon.
You could have paid extra for expedited service but still 4 weeks is too soon even for that.

If you have applied, be patient. This time of year is the busiest for passport applications, and it can take a while. You can do an online check on the status of your application here:

It would cost more, but if you put a rush on it it would have been expedited, and sent by express mail.
