The League of Nations. It was hopelessly crippled however by the many limits to its power. In essence, it had one power and one only -- to tax Germany back into the stone ages.
This set the stage for the meteoric rise of Feuer Hitler, because he brought a crushed people hope and national pride.
Ultimately, there's only been ONE world war, it just took a 15 year break while countries re-armed themselves. It isn't WWI and WWII, it's WW-Act I and WW-Act II.

The League of Nations. It failed, but the concept was tried again in the United Nations, which cannot be said to have officially failed, as it is still trying. Very trying, at times.
