Because the fear of GOD is promoted by HIS enemy, satan. that and the fact that most people don't read the BIBLE enough to understand it on their own.

Each subsequent generation has used God to control children for one thing and poor people for another; many of us grew up believing that God had a big stick with which He was ready to beat us with.
Sermons that were riddled with God`s wrath didn`t help much either, and finally those who today that use the scare tactic of Hellfire to bring others into line.
Thankfully I am old enough to know that my God is full of love and compassion for all His children and wants all of us to come to the truth of this.

To fear the Lord means to me respect, to Love him and honor him. When you think before you do something"How would the Lord feel if I did this" We don't want God to be disappointed in us, just like we don't want to disappoint our parents.

I don't fear God in the sense that I think he will harm me.
I am in awe of him. I value his opinion of me above any one else's. That is how I interpret the "fear of God." I am overwhelmed by his holy nature and power.
