What is the difference between Publish to PDF and scan to PDF?

I know that scanned PDFs are not full text searchable. Are Published full text searchable?

Publish means to convert machine-readable material (such as a Word document) into PDF format. Scan means to convert an optical image, scanned into a computer, into a PDF format. Published PDF's should be searchable.

Yes, a published PDF can be searched for text.

Scanned to PDF is basically a jpeg image of the document you scanned.
