Come to Manila, you'll never get lost. Hongkong would be next. Tokyo, Bangkok, Singapore all have roughly equal English skills. Austin 31, you obviously haven't been around much.

I think most Asian people can speak pretty good english, I mean the educated ones at least!! To find out which one's best, I suppose u would have to conduct some sort of questionnaire or something, even then there is no certain ways of fonding this out! :-S

Manila, Mumbai (and other Indian cities), Singapore, Hong Kong not necessarily in that order.... You could say they were in the upper tier.

Manila. I think Filipinos consider english as their second language. Also, they use English at school too.

I have lived in the Far East and I rate them excellent! In fact, I am a little embarrassed at our (USA) lack/disinterest in foreign languages.
