They would need probable cause or a reason to pull you over, such as outstanding warrants, unpaid traffic tickets, swerving, speeding, etc. There are instances where they seem to just be messing with you, and if the cop actually said something to the effect that the stop was random, then yes that is illegal, but not worth fighting unless something bad came of it.

Here in Queensland, Australia we have random breath testing, which means anywhere and anytime you can get pulled over just to blow into the roadside breath testing device.
On the Labour Day holiday, myself and three others pulled over 411 cars in 4 hours and breath tested 411 drivers, happy to say that not one person registered over the limit, they must be taking the hint. Drink and Drive, you will be caught, sooner or later.

the police have a power to stop a vehicle on a public road at any time! under the road traffic act, and failure to comply with the direction of the police officer could result in prosecution.

basically yeah, we have the power to stop any vehicle on a road without reason.

but seriously dont worry about it, we spend a lot of time puling over cars as "something doesnt sit quite right"
we pull over loads of cars and check documents.
it's not a big deal at all.

Yes. Just because the reason is not apparent does not mean there is no reason.

If they feel something looks suspicious or lets face it they can do it because they want to hoping they catch you in a crime
