Why? Yes, family is important, but obviously he isn't true family if he can rape one of his own family members, is he?
People who commit a sin like this are evil, selfish human beings. Get him a councellor, and shut the door behind yourself.
Don't talk to him again, hes not worth it. Go and support your other cousin - she needs you.

if there is medical proof of this then NO you should not stand by him, on the other hand if there is no evidence of this and its just the victims word then of course you should stand by your cousin, i feel very strongly on this matter, as a relative of mine has was made to plead to attempted and the medical evidence showed the girl was still a virgin after the event.

Depends on what he has done.... I've been there myself got my *** dumped well I was sitting in jail. It's your choice may make family upset but they always get over it.
