provinding the fact that the procedure demands loads of "answers". Could somebody come up with a possible idea of formulation, or better yet, has anyone stumbled upon this?

I was thinking of a kind of statement that the "visiting relative", could provide to the airport officilas ... but I'm clueless regarding its content

U.S. Customs is not responsible for having translators. The airline is responsible for providing translators for passengers going through customs who do not speak English. So your relative should let the airline know, preferably at check-in.

p.s. Re: writing down answers: the Customs officials are unlikely to accept pre-written answers to their questions as part of the point of asking questions is to see the person's reaction.

Perhaps, someone could write a note for this "visiting relative" to carry to show the officials. The note should describe the situation that this person is visiting a relative (purpose of visit) and cannot speak English. Find out what questions the customs officials usually ask and write all the possible information they need in that note. Like how long the stay will be, for instance.
It might be a good idea to talk to your Immigration and naturalization office people or whichever office deals with customs checkpoints. (Can't help you there. I don't know. Sorry.) But you can call around or check the internet.

Have it written down in English on a card or piece of paper that you can give the the US Customs Agent.

Immagration officers surely would be the first officials this "relative" will meet upon arrival and not customs.
