This is appalling. Have been in a similar situation with my own grandmother - she is 77 and my cousin has always taken advantage of her, expecting her to take care of the kids all the time, cook for her and her children on an almost nightly basis, travel through London on public transport to babysit three nights a week then travel home on the nightbus on her own at whatever time my cousin decides to stumble home...but the fact is that regardless of how much the rest of the family objects, my nan does it and that is her choice.
Talk to grandma and ask her why she allows her grandson to use her the way he does - she may feel that she is just doing what a grandparent should, doting on their grandchildren. Alternatively, she may feel that she is being taken advantage of but not want to "cause a fuss" for fear of falling out. If she doesn't want to take action herself, have a talk with your son and tell him you are not happy with his behaviour.
The fact is however that if your son is over 18 it is really between him and his grandmother and if they both choose to keep the arrangement as it is then there is nothing you can do.

Stop it immediately. Tell the grandma that the child is taking advantage of her. Tell her that if she continues to give to this child that he will never learn any responsibility.
Tell your son that he had better get that money back to grandma, or you are going to suggest that she take him to court for it.

Hmm...wonder who he would've learn that from, usually apples don't fall far from the trees. Has she complained about it or are you just viewing it that way? If she hasn't complained, it's her choice to give gifts to whomever she chooses. After all it is her grandson.
