I don't agree with it. People behave differently whether they believe in one monotheistic god, in many gods and goddesses, or in none at all.
The first are those who generally belong to some one of the major religions (Christian, Jewish, Muslim) that believe in monotheism. They tend to be those who have a set of rules which are a part of the religion, and feel uncomfortable in some way when they violate those rules. Also, when there is only one diety, the problem of gender pronouns comes up. All three above-mentioned religions use the masculine pronoun.
Polytheists have it easier. I can't speak for Hindus and other traditional religions, about which I know little other than the names of some of their gods and goddesses. But for me as a witch (neo-pagan), polytheism is easier to bring into alignment with science. I can acknowledge that the gods and goddesses are human representations of forces and entities much more abstract and esoteric, but which provide a focus for certain important truths. Still, it is clear that I must be responsible for my own moral decisions, as there is no other authority. The pantheon of gods and goddesses to not make rules, they make examples and illustrations. Sometimes what they illustrate is the value of learning from other people's (and dieties') mistakes.
Atheists also have an awareness of their responsibility to decide for themselves, but there is so little guidance available to them. It is way too easy for an atheist to fall into the trap of "if I don't get caught" as the measure. Or even worse, "if I hire a good lawyer." Their measure of moral law is therefore civil and criminal law as practiced in the courts, and we all know there are some pretty severe problems with that.

At a certain level yes - as we all have a choice to either believe or not believe. Where the "no" answer comes into play on a different level is when the choice is made. Once that is established there is absolutely no common likeness at all.

In what context? There may be a specific context that would make this statement true but for me to agree or disagree you need to finish the statement. As a general statement I would have to say this is false. One contradicts the other so the statement can't be true.

Most religions only exist to control the masses.
God is in your heart. not in a church.
if you do not believe in God.
When you die what if he is real?
I go to church..... for weddings and funerals.

The difference is whether you know Him or whether you dont.
Before I knew God, I believed in Him, but I did not KNOW Him until I gave my heart to Jesus Christ.
The Bible says that demons "believe" in Him because they know Him, and they tremble.

Law of contradiction. Belief and unbelief are contraditory and therefore cannot be the same thing.
