Completely not dangerous. like almost all spiders. It sounds like a Black-and-yellow Argiope aka Writing Spider aka Garden Spider and no doubt several more akas. They're big enough to catch grasshoppers in the web, which is no small feat. Anyway, the only dangerous spider you're likely to ever run into up your way (and you probably never will) would be a Black Widow. Messy, tangled web, low down in dark, quiet places (basements, garages, junkyards, etc.), globular black spider with red mark on the underside (which will be visible in the web when it's hanging upside-down). Widows are very shy and inoffensive, and make good pets if you treat them carefully. In fact, most spiders make pretty good pet as long as you don't want affection and companionship, but then of course lots of people have fish as pets, so obviously those things aren't necessarily big factors.

well, all spiders are poisonous, that is to say they all make a venom of some sort. But if by poisonous you mean black widows and the like, then yes. Both the black widow and brown recluse live in the area. This website gives good, general information about the spiders.
