I need to bring these words up, but I can't just say it out of nowhere. Does anyone know anyway to lead a greeting or brief conversation to these words when speaking to a girl?

Man, you've got it all backwards! You're supposed to get to know them first! After you get to know them, if you still like them and what they stand for, then you can bring that kind of compliment up in the middle of a conversation! The truth is that you don't even know if you'll enjoy talking to her yet. When you MEAN it, the opportunity to compliment her will present itself and it's going to flow naturally. Anyway, "you're cool" is too generic. It's as if you're saying that she's cooler than you, which is not something you should point out. Make SPECIFIC compliments about things you honestly like about her. And don't lay it on too thick, just once in a while (eg, not more than once per day or so) say something about her. Good luck!

Just start talking to her in a conversation and then when you feel comfortable and have been talking awhile ask her why she isn't stuck up or snobbish.

She'll ask, "What do you mean?"
and then just playfully and casually say, "Well most beautiful girls are all mostly stuck up but you're different. You're beautiful AND cool AND down to earth."

She'll love it because not only have you complimented her on her looks but also her personality. Give it a try... it couldn't hurt.

I suggest you NOT say " you're so dang....."
get kinda close to her sniff the air and say " you smell good, what are you wearing?"
or
"that color looks really good on you, how do you think it will look on me?"
or
" how can I get to be as cool as you?"

Point out something she is wearing, and tell her she looks nice in it. She will probably say thanks, smile and then ask how her day is going. Once you start talking you can work it in.
