hmmmm. nice Question
I'll just try to list what comes to mind, not in a way of importance
Let us consider some points--
Krsna and Radha are the same as rukmini (the princible queen of dvaraka) and dvarkadisa krsna in the tattva aspect or the truth of their svarupa. The same for laxsmi and Vishnu. THERE is however a gradation in the consideration of Raas or transcendental mellows of love

In all three aspects we can see mutual love of the sakti and sakti maan or the hero and heroine, Krsna and his eternal consorts

All of Krsna's laxmis, queen and gopis have pure prem for him. All are expansions of Krsna's srarupa sakti Srimati Radhika, hence it wrong to think some are better than others.
Still in order to understand this gradation of the highest love for krsna Our acaryas and Gurus have explained something on this subject, which is very deep

The braj gopis are the embodiment of sweetness and their love is not covered with opulence

their love is that of a paramour with no dependence on the other for material support

The Queens have some mood of awe and reverence toward krsna, they are his dependents and have duties as being his wife(s)

One time Satyabhama became jealous and upset with Krsna, and so she went on strike, throwing all her jewelry away and hiding in anger. krsna became angry with Her and ordered that she immediately come before Him. So as a good wife, she had to give up her temper and come before Him submissively.
But the Vraja Gopis are not dependant on Krsna, and therefore do not need to follow His orders. Their love is spontaneous toward Him.
The definition of Prem by Srila Rupa Goswamipad is that even with every reason not to love Krsna, still that love is increasing always. The Gopis have many reasons not to love Krsna, like following the highest dharma or duty for a woman, which is chastity to her husband and family- but the Gopis left everything for Krsna's service.
When Krsna had a "headache", the remedy was the dust from His pure devotee's feet. Sri Narad Muni went here and there to try to obtain this dust. Brahma, Siva, or even the queens of Dvaraka were not ready to give for this would be considered a grave offense, (they thought "how can I give MY footdust to the Supreme Personality of Godhead? I would certainly go to Hell for such a crime!"
Finally, Narad went to the Gopis of Vrindavan. When he explained Krsna's situation, they immediately became overwhelmed and were overjoyed when Narad asked for their foot dust, "No harm we can go to hell for millions of years, as long as Krsna is happy!!" And they gave SO much foot dust, from amongst them all.
Actually this subject matter is deep, and I'm getting carried away answering.... Brhad Bhagavatamrita describes the gradations of the devotees in detail.
So, I've only listed some that were in my head right now.

LAKSHMI of Vaikuntha was born as SATYA BAMA, the Queen of Dwarka was RUKMINI and the GOPI of Braja was RADHA. All these three ladies were attached to LORD KRISHNA. Radha and Krishna's Love was ETERNAL and HEAVENLY, while Satyabhama was the first and favorite queen/wife of the Lord and Rukmini is also a favorite wife of Lord. All of them are inseparable from the LORD. -

CC Madhya 19.191: "The chief devotees in conjugal love are the gopis in Vrindavana, the queens in Dvaraka and the goddesses of fortune in Vaikuntha. These devotees are innumerable.

CC Madhya 19.192: "Attachment for Krishna is divided into two categories. One is attachment with awe and reverence, and the other is pure attachment without reverence.

CC Madhya 19.193: "Pure attachment without reverence is found in Gokula Vrindavana. Attachment in which awe and reverence are prominent is found in the two cities Mathura and Dvaraka and in Vaikuntha.

love of the Lakshmis of Vaikuntha is infinite . they love each particle of the Universe. the origin of the universe is because of the Love of the Lakshmi's of vaikuntha for the Lord Krishna or Vishnu or ....... .

hence their love is ideal ,Absolute love of the all the absolutes , standard for the measurement of any kind of love which can exists , love for the Nirgun and sagun Brahama both
eg. it is like the love of all kinds of yogis for the lord jnan,karam,raj, bhakti .................. all kind of yogis experienced by the Lakshmi's of Vaikuntha

love of the Queens of Dwarka for the Lord was the kind of love of a wife for her husband. or we can say more precisely that their love was like the love of a karam yogi for the Lord.

love of the Gopies of Braja Towards Krishna was the love for a person like the God . The Love of Maan Radha for the lord Krishna was the love for the Sagun Brahma the heighest eternal love for the God with human form . or we can say their love for the Lord Krishna was like the love of Bhakti Yogi of Sagun Brahmha.
