Simple. Jesus was saying, "Follow the laws of the land (Caesar's things unto Caesar) and give what the law says to give. In other words, 'obey the authorities', and give to God what is God's" What is Caesar's? Whatever he claimed dominion over in this life. Chiefly his wealth and authority. But to God give everything else, your heart, your faith, your love, your life, your trust that He will take care of you, even if you have no money at all" The testimony of a Christian is supposed to be beyond reproach. We follow the laws of the land, including paying our taxes. But as to our devotion of heart and life, that belongs to God. And if we truly behave this way, then that's our "testimony". In other words, that's how we will be known... as people who really live what we believe. That's all it means.

It means separation of state and church..caesar's to caesar's and God's to God's.
The Jewish authorities sought to trap Jesus in a religious-state issue. The Jews resented their foreign rulers and despised paying taxes to Cesar. They posed a dilemma to test Jesus to see if he was loyal to their understanding of religion. If Jesus answered that it was lawful to pay taxes to a pagan ruler, then he would lose credibility with the Jewish populace who would regard him as a coward and a friend of Cesar. If he said it was not lawful, then the Pharisees would have grounds to report him to the Roman authorities as a political trouble-maker and have him arrested. Jesus avoided their trap by confronting them with the image of a coin. Coinage in the ancient world had significant political power. Rulers issued coins with their own image and inscription on them. In a certain sense the coin was regarded as his personal property. Where the coin was valid the ruler held political sway over the people. Since the Jews used the Roman currency, Jesus explained that what belonged to Caesar must be given to Caesar. This story has another deeper meaning as well.

It's about paying taxes to your government. It means that if the law says you pay, then you should pay it, because you should not break the law of the land. Caesar's face was on the money at the time, so it belonged to him. If he asked for it back in taxes, then you should pay it. Money belongs to the world...to the government...not to God.

Without researching the specific chapter and verse in the Bible, I would say that what it means is that people are supposed to do what their government requires them to do as long as it does not interfere with what God commands them. In other words, pay your taxes to the government...but place your trust in God.

Pay Cesar, meaning pay all lawful taxes.
Pay God, meaning keep his commandments.
