Can Petroleum Engineers do the work of chemical engineers and Vice-Versa?

With some study, yes, but Petroleum Engineering is only one specialized field within Chemical Engineering, so study would be needed both ways.

Yeh, stuff like that happens alot. I knew an electrical engineer who went to work at a chemical plant. He had to re-learn all his chemistry really quick!
