How do I get an address for a guy that sold me a bike w/ no title and he is in the army in Korea? Please help

He is in Korea and from what I have found out I need him in South Carolina to complete the transaction, and he doesnt have the title? And doesnt know what to do and i cant get his address from him?

send him mail to his old address...call his old duty number...call his old duty number and ask to speak to the orderly room

Copy down the ID number on the bike and apply for a lots title.

just apply for lost title.
