yes that is.. its probably best to get a bottle to feed them with. that way they can eat as much as they want and will stop when they are full. they sell them at pet stores. Also you will want to wait until they are a little older to start them on wet food. to get them to start eating that, you can mix the wet food and kmr together and put it on a spoon or a finger.. than you gently open there mouth and put it in. if they seem to like it and start to lick the spoon, move the finger towards a shallow bowl where you have some mixed up. than they will start to lick if from the bowl, and than slowly get rid of the kmr and make it only wet food... that will happen in about a week or so.. best of luck! and congrats on saving there lives!

Three weeks old two tablespoons maybe a bit much , as long as they take it freely OK.
Are they poopin and peeing on thier own yet ? If not you may need to help them.
At about 3.5-4.5 weeks they should start eating moist food .some a bit sooner. at about 5 weeks they should be able to eat moistend dry kitten food with no problem

A cat/kitten should never be given cows milk. Suggest you buy the special formula milk for kittens, which will have instructions for you to follow. Just give her tummy a gentle rub in order to encourage 'pooping', but if she does not, you might need to ask a vet for more advice.

They SHOULD (not that they will) be able to handle moistened dry food. If you are going to give them wet, give them very little b/c it will prob give the diarrhea. Do the moistened dry food. They SHOULDN'T need a syringe.
