My guess is most likely you are right handed and uses your right hand to carry heavy stuffs more often than your left hand. If my guess is correct, then this is absolutely normal for you.
The reason: You will tend to use your right hand more than your left hand; therefore the muscles on your right hand and chest area will be more developed than those on your left side. Such said, this will naturally affect which side of your boobs is bigger/smaller.
Most girls will have the same problem as you; the only difference is how obvious can one notes the inequality. Some girls can actually have one boob that is one cup size bigger than the other.

every single woman has asymmetry in their breasts. this is completely natural. it is more noticeable in some women than others. if its a huge difference, like a whole size or more difference, then if can be fixed by cosmetic surgery. if its not really noticeable, dont sweat it.
it is usually caused by either genetics or the fact that you are most likely left hand dominant. contrary to a previous post, it is usually caused because the dominant side has a bigger muscle and therefore burns fat faster than the other side. the muscle size usually does not help the size of the breast considering that the bigger the pectoral muscle is the smaller the breast will most likely be.

It's quite common in young girls. If it is a major difference [about a cup or more bigger] and it does not clear up when you're 19, you must go see a doctor. No girl, or woman, is symmetrical.
