I reached down to tweek her utters and could not get any milk out of them...is that normal? Her utters are 1/16 inch in diameter and 1/4 inch long...that's seems really small. This female cat is only 2-1/2 years old and this is her first birth, only 2 kitties lived.

No tweaking! Cats are not designed to be 'milked' and you can't necessarily force the milk out, esp. with a first litter.
Her 'udders' are sensitive. When did she deliver?
If those two kittens are still eating and lively, don't worry about her milk supply. If not, call the vet.

Cats aren't cows. They don't have "utters" (sic) or udders for that matter.

By the sounds of it, you don't really have enough knowledge to be sure you are "tweeking her utters" (sic x 2) right.

If you aren't sure of something so SERIOUS, bring the entire group of them to the vet. Let the vet decide what's going on.

And please, get both her and her kittens fixed ASAP.

It is really, really hard for a person to milk a cat. If her nipples are swollen then she has milk. Be careful not to mess with the nipples not is use - if you stimulate them and they are not in use she can get mastitis. The kitten finds it's favourite nipple, smells for it each time, and sticks to it. The bottom
nipples are the prime spot.
If your kittens are quiet,look contented then she is feeding them.
