how would you say 'hey, how are things going?? do you know if your moving to costa rica yet??'

Translation would be like this:
-"hey, how are things going?": hola, como van las cosas?
-"do you know if you are moving to Costa Rica yet?: sabes si te vas a mudar a Costa Rica ya?

"Hey, how are things going? would be "Hola ( or Oye), ¿qué tal?"

"Do you know if you´re moving to Costa Rica yet?" would be
"¿Ya sabes si te vas a trasladar a Costa Rica?"

If you want to be "cool" and "modern" (although the Spanish teacher might not like this), instead of "¿Qué tal?" you could say "¿Qué pex?" It is slang, used in Mexico.
