I would have to say God. God kills people (Both Innocent and Corrupt) without hesitation if he wants to.
I am going to show you a little film which just conveniently appeared in my hands. Oh look, a bucket of popcorn and a chair conveniently appeared behind you. Take a seat and enjoy the movie.

"Who killed more things? God or Satan?"
Moses:
God: Hmm....what should I, God the Almighty God of Supreme Awesome Awesomeness, do today. Hey look, fish. I wonder if fish can wish in blood.
(Water turned into Blood. All fish go bye-bye. Poor fish.)
God: I am bored again. Hey look, cows. Stupid and smelly, they are. I must....kill them.
(Disease upon Livestock. All cows go bye-bye. Poor cows.)
God: You know what I can't stand. Treehuggers. I, God the Almighty God of Supreme Awesome Awesomeness, shall do something to get rid of treehuggers.
(Locusts unleashed upon vegetation. All trees go bye-bye.)
God: I am angry today. My computer crashed on me. Someone is going to pay for this.
(Death of the First Borns. Ouch. Talk about sacrificing the innocent.)
Noah:
God: I am going to kill...you.....you.....you.....you....you....you.... you....you....and uh....oh what the hell, I will just kill everyone.
(Drowns the Earth.)
(Film abruptly cuts)
"You cannot kill someone that is already dead."
Satan's Domain:
Satan: I shall burn you and stab you and burn you some more.
Soul: Uh....I am dead so technically.....I don't have the nerve cells to sense pain.
Satan: So what if you are dead. I can still kill you.
Soul: Um...no, you can't. I am not alive to being with.
Satan: Fock....then I only torture you.
Soul: Yep. Not physically. Only mentally.
Satan: Okay then.
Soul: Okay.
Satan: I shall......rape you!!!
Soul: No!!!!
(Film Ends)
Moral of the Story:
God does the killing and the pwnage. Not Satan.

I don't recall Satan killing anyone in the bible.
God killed People In Bible Though.
Remember the story of Noah when He made it rain for 40 days and 40 nights and only noah, his family and the animals had a big boat to save them while everyone else drowned...
And the other story with moses and his people when he made moses part the red sea and they walked through it too get away from the roman empire and as soon as moses and his people were across God Un-parted the sea and Killed all the roman people in the sea...
So Yeah I think God (Supposedly) Killed More People..

It still doesn't make Satan any better. God did kill off a lot of bad things. He asked Noah and his wife to collect 2 of each animals and go because God's plan was to start over. God is God and has the right to do that.

You are on R &S, so will assume you want a religious reply. Some thumbs down Bible truths, and will take that risk. Let Jesus speak first: (John 8:44) The Devil "was a murderer from the beginning, and abode not in the truth, because there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the father of it."
So the Devil is the real murderer. Perhaps you will recall that God preserved Cain, his brothers murderer. God spared Cain because the universe had never seen death before and would not have understood had God intervened. So the world was filled with violence, murder, and transgression of God's immaculate standard of righteousness. So God destroyed the whole world to start afresh. How many? Let us say twice the world population today--about 12 billion. Yes, God is ahead at this point.
Noah's descendents, the survivors, were cautious, especially about modesty, the ladies wore veils, too. But people forgot God's judgments and sin crept in again. God knew it would be overpowering, so chose Abram to be protecters of His oracles and 10 Commandments.
God told Abraham: Genesis 15:16 "But in the fourth generation (400 years) they shall come hither again: for the iniquity of the Amorites is not yet full."
Catch that last statement, the INIQUITY WAS NOT FULL, 400 years will complete their iniquity.
Four centuries later, along comes Moses. Again, Egypt and the promised land was corrupt and merited destruction. Let us assume the Red Sea killed Pharoah's army of 20,000. Then Israel entered Palestine.
If you read of their abominations, including homosexuality, God would kill them, too, let us say, one million.
Sodom and Gamorrah are trivial, so won't go there. But there is more.
Jesus said Judgment day is coming and few will enter in at the narrow gate, yet many will go through the broad gate to destruction.
GOD MAKES IT VERY CLEAR, HE WILL NOT TOLERATE SIN, and will destroy this planet by fire. Let us assume, for a moment, that the Battle of Armageddon finds a population of 6.5 billion, and 144,000 saved. That is not very many, and we now have about 19,000,000 sinners destroyed by God.
At this point, God is the clear winner--He has destroyed the world twice and many in between, but there is more.
You see, Jesus taught that there is a resurrection of the wicked for their destruction. That means everyone He destroyed before will have to be destroyed again plus the wicked that died of natural causes or their own battles. So double that figure and add some more. Yes, God is the clear winner, with 40 billion deaths.
But consider this. Jesus said the wages of sin is death. That means the sinners earn death, it is their only reward for being evil--pay day, you might say, they have destroyed themselves through transgression.
And who originated and fostered sin? Well, it's back to the old Devil himself. Yep, he gets all the glory for being the originator and instigator of sin.
For him, God will kindle a fire within him. It will burn him up and he will be no more forever. Yes, hellfire is hotter than you suspected, it burns up the wicked to nothing; and, heaven will be peaceful again.

Well it depends on what you mean by in the Bible. Do you mean acctually mentioned in the Bible or just during Bible times? God probably killed more that are mentioned in the Bible because of the Great Flood mentioned in Exodus but Satin probably killed more during that time because not all of these acounts were recorded in the Bible.

It depends on how you look at it, if Satan made the people sin then it's possible that God took his wraith out on those that Satan made sin, therefore in a way they killed the same amount of people.
Directly though, God killed people. Satan never did...Satan is acutally only the adversary, he doesn't have the power to do anything that God does not allow him to do.

God I think (in terms of direct killing). Satan had less power than God - he couldn't just kill whenever he wanted to. He had to ask God if he was allowed to cause pain to Job (a faithful follower of God) to 'test his faith'. God told Satan he wasn't allowed to kill Job.

God. e.g. the flood, sodom/gommorah, wars against philistines, egyptian plagues, etc.
but Satan did tempt a helluva number of ppl to hell.
If you trying to equate who killed the most with being evil, you are wrong. God giveth life and He taketh life. God did it out of punishment not out of malcontent.
Satan tempts, kills and damns ppl on purpose with pure malevolence, just for the sadistic gratification that comes with seeing others suffer.

I'm no Bible scholar.. but I dont think they keep a running body count. If I had to guess I'd say God... didn't "he" get real angry and punish the earth on a couple occasions? Plagues and floods and what not... those seem pretty deadly.
