He's telling you the truth.Or maybe he's just afraid to show you his real feelings.But,most of the time,they are telling the truth when they are saying that.

Either:
1) He likes you as a friend, but not as more
2) He likes you as more than a friend, is physically attracted to you and cares about you but does not LOVE you for whatever reason
You should be able to tell which of these it is, but without knowing the context, I cannot. But I seriously doubt someone would use words like "affection" or "precious" if they didn't want to have anything to do with you. So be friends for now, I say.

What he is saying basically, is you aren't the one, and that being the case unless you are just passing time, it would be wise to move on. Consider it a blessing, that he is such an honest person. A lot of people, would string you along. They would have you believe it's the real thing, when it is not. He at least, is descent enough, to put it where it is.

It means that he maybe up for dating, but that is as far it goes for the moment. How well does he know you. If he knows you well, then hes just toying with you. If this guy hardly knows you however, then he is right for saying that he at best, likes you and therefore it would be up to you to see if the two of you could take it to another level.

It sounds like he likes you very much and cares for you, but it's not love yet. Love is a really deep and powerful thing, and it takes a long time to truly love someone.

It means he REALLY likes you, but doesn't want to make the committment of love. Really, if someone loves you, it's harder to let go and if there ever is that chance of breaking up, it'll be harder for the both of you. Hope this helps.

That he likes you, but he's not in love w/ you.
So, if your falling for him, I'd move on out sister.
