If you want trout that will really test your fly fishing skills, try the catch-and-release section of the Gunpowder Falls -- between the Prettyboy Dam and Bluemount Avenue. Rated as one of America's 100 Best Trout Fishing streams:

Native browns there, up to about 14 inches, and they've seen it all, so if your presentation isn't spot-on, you'll get skunked (has happened to me many times).
Deer Creek in Harford County is pretty popular -- mostly because it's stocked with dumb hatchery trout that are pretty easy to catch, and the access is trivially easy.
The rest of the decent trout waters in Maryland are in the western part of the state. I haven't personally fished them.

Garrett County in Western Maryland is known for excellent trout fishing due to its abundance of lake and river habitats, beautiful scenery and the DNR's established stocking program. The Youghigheny river offers miles ands miles of excellent fishing spots and scenic waterfalls in a protected, natural setting. Additionally, Bear Creek is a local favorite, actually home to the MD DNR's local fish hatchery.
Deep Creek Lake, Jennings-Randolph Lake, the Savage River and the Savage River Reservoir are a few of the other great fishing spots in Garrett County.
