If you're concerned about the well being of the kids (which it sounds like you have good reason to be) then yes, I think you have a social obligation to report it. What if you were forced to live in those conditions?

It should be that parent's world-wide make sacrifices for their child(ren) irregardless of the parent's wants. In other words: If the child(ren) need clothing, food, water, housing, etc., then the parent(s) must give up their desire to buy that new corvette they've been drooling over and take care of their kids. End of story. Now, let's look at this agian before I answer your question. Your "friend" already has three kids and is going to have a fourth. That's just irresponible to even think of having more than one if you don't have reliable employment. On top of that, she's already geting nearly five hundred a month in Food Stamps and STILL doesn't have any food to feed her children? What's she doing with this money? Giving it away? And what about the water? Why hasn't she used her TANF(temporary aid for needy families)/Wellfare grant to pay it, unless she's not getting that benifit as well. Does she even get child support from the kids father(s)? If not, she should file for it already! Lastly: Why hasn't she taken the parenting course required in most states BEFORE anyone can get that much money if Food Stamps for children? From what you've written, she's not even attempting to do her job as a mother let alone a mommy! What is she doing begs to be asked, yet I digress. Please, for the safety and well-being of these kids, pick up the telephone already and call the Child Services Division in your area already! Yes, she may have the children taken away from her for a time. If this happens, the kids will be placed with a foster family. Yes, your friend will have to take court-ordered classes to get the kids back. Plus other classes which I can't remember about right now. This will be her wake-up call for life. Eiteher she'll get off her **** and do what every parent needs to, or she'll never see those kids again! Harsh, yes. Unfortunately, she's already failed three times and going for a fourth time. Kids need all the help and learning they can get in order to be good people later in life. Make the call and save them please!

This is a legal matter. First of all, SRS cannot do anything for verbal reports only. You need to have documentation and photos! By documentation I mean keep a running log of events that happen in the childrens' lives that affect their 1) home 2) safety 3) well-being. If you see really bad bruises on the children take pictures! Report it to the police first. They will take their own photos. SRS usually gets involved when they are asked to by local police departments and not private (concerned) citizens.
She is on state assistance, so in a way, that protects her a bit. Why? Because they know she doesn't have a job. They keep records of that stuff...so it's unimportant to include that within a report.
There are many legal loopholes that prevent parents from losing their children. I know that's a difficult pill to swallow, but they way things are run within the legal system is to try to work with parents to keep families together. Usually if SRS gets involved, it doesn't mean the parent can not get the child back. Although, it may be required that she goes to parenting classes to reobtain her rights. It varies depending on your state. My recommendation is to follow the advice on the logs and photos. Reporting to police can lead to an arrest, where SRS has to get involved when the parent is taken into custody.
Next, it will also be looked at as a "family dispute" without documentation. Why? Because you are closely involved with these children. Family disputes are not taken seriously. You have to make an effort to show that it is far beyond that.

There should be no welfare of any kind. This is a prime example of why.

If you do not work you should not be having kids.

She is receiving 470 a month for food stamps and there is no food in the house, she is selling the food stamp for drugs.

470 a month is a lot for food for 1 adult and 3 childrens. $200 is more appropriate for 4 people.

If theres no water and no food the children are being neglected. Call the autorities. They may help her instead of taking the kids away.

But do something NOW for the kids sake you are as guilty of neglect a she is if you dont do something.

Give me the phone number for SRS, her name, and I will call for you right now!

I understand how hard it is for a single mother, but no food doesn't work for those kids!

Hey,
Yes I do think they can have their children taken away!
I'd call SRS...
If you have any doubts that the children are being under cared for call and tell everything you know!
They can investigate and make a judgement!

Goodluck!

i don't know were you live, but were i am the government helps with the costs of raising children if the parent is on their own...this is not a good situation... she needs help......FAST....maybe she should give her children to a foster parent or parents for a while..... and if she isn't coping with three children, why did she become pregnant again!! where are the father/fathers of these children.... he/they should be paying some maintence(money) to help with raising these children..... speak up before her and the children get sick....
