I believe it was Sarah, in Genesis 18. Basically, she couldn't believe that it was true. She laughed both at her age and the fact that she was believed to be barren.

It was Sarah. She laughed when the angel of the Lord told Abraham that she would have a son because she thought she was too old. Also note that Sarah was eavesdropping when she heard the angel speak of this. She may have not realized that the three men were angels of the Lord at first but surely she realized it when she discoved that the angel could read her innermost thoughts (look at verse 12, it says she laughed within herself, not aloud). She then tried to lie and say she did not laugh, because she was afraid since she realized she had doubted the Lord. But the angel saw right through her.
Here is the story in Genesis 18:
Gen 18:1 And the LORD appeared unto him (Abraham) in the plains of Mamre: and he sat in the tent door in the heat of the day;
Gen 18:2 And he lift up his eyes and looked, and, lo, three men stood by him: and when he saw them, he ran to meet them from the tent door, and bowed himself toward the ground,
Gen 18:3 And said, My Lord, if now I have found favour in thy sight, pass not away, I pray thee, from thy servant:

That was Abraham's wife, Sarah, and she laughed because she was already past child bearing age. That is why her son's name is Isaac. It means laughter.
