Simple, the States are paying more money to try and get doctors and nurses to go down there

Probably for the same reasons they do in Australia and in similar countries. It is hard, physically and intellectually demanding work, which, because it is predominantly done by females is grossly underpaid. The same thing occurs in the teaching profession.

People shy away from it because they can go into other fields and make more money. They figure if they can get a degree in another field and make more, why not?

When people are sick, they feel someone else should pay for it. so nurses do not get paid much

Canada has socialized medicine. This is not a 'pleasant' system to work in.
