I know lots of people's pugs do this! They just get excited, it's pretty normal from what I hear! Just trying to expel all that energy. Take advantage of it and play some fun games like catch or tug of war.

Many dogs do this. If my younger pup hasn't had enough exercise that day or if she gets really excited she may have "Puppy Zoomies!" and run super fast till she gets tired.
If I get her out to the dog park or we go for a nice long walk daily, then she does not do this unless a friend winds her up!

my pug loves to play like that and he also does that when he gets out of bath.

I have a mini schnauzer and she does this. I think I have figured out the reasons she does... if I take her out and it is cold or raining she comes back in and runs around like speed racer.

So do you have one or more?
If more they may be playing a game of chase. If it's just one dog it might be trying to entertain it's self.

yes, but i really dont know and i really want to know. he goes like crazy and crouches low to the ground and goes round and round. maybe to burn of energy?
