The concept of linear 'time' is one of several constructs that had to be installed for purely practical reasons when we formed the whole idea of a physical Universe, 'space' is another one, and the funniest of all is 'Gravity'. How on Earth ( Get it ? "on Earth" ??? hehehehe ) you humans haven't twigged that, according to your own 'rules' ( Ha ! you think there are rules ! ), specifically the 'Laws' of Thermodynamics ( now they are 'Laws' already ! ), that 'gravity' couldn't possibly exist, as it has an apparently inexhaustible energy supply which is beyond explanation, and works over infinite 'distance'.
Anyway, back to the short version of an answer to your question, firstly the 'Physical Universe' hasn't 'always' existed, it had a beginning, thus, according to the 'Oracle' everything that has a 'beginning' has an 'end', it's just that neither of these theoretical events exist within the Omnniverse, the 'Reality' in which all these other 'realities' that we are messing around with are actually manifested.
Think of the whole thing like a really BIG roll of movie film, you know that when it's playing that it takes 'time' to run the whole roll, but you also know that you can pick up the roll and put in back in it's can and take it home with you after the show !

You're trying to get your head around something that human beings have not evolved to intuitively understand, quite frankly because it has no impact on our survival as a species. However, because time also came into being at the Big Bang, there was technically no "before" by which to judge the universe's existence. There was only the singularity of energy/matter.
What happened in when time and the other three dimensions sprang into existence, we do not have language to describe.

God lives in a timeless eternity, that means he always was and always will be.That is the true definition of eternity, no beginning and no end. We have trouble grasping that because we are mortal and our minds are too small to grasp the concept of infinity. In the place he dwells time does not flow as man measures it because time, as man reckons it is a man made thing. Our universe is the result of the "Big Bang", according to the latest findings of science and that implies a beginning. Since god is timeless he did not begin living when the universe was born. Look around you, complexity abounds, your body is an electro biological mechanical marvel, a thing that with all the infinite time in the universe could not come to exist by chance...ask any scientist or mathematician worth his salt. So I would suggest to you, keep asking questions, keep learning, for deep within you your soul needs answers, just like all the orphaned souls in the world, past and present. I am a Buddhist who thanks you for the opportunity

I think there is a phrase missing in the question. I would have said "wouldn't that mean that it would have to be - created on a different existential level, spiritually speaking - before it was - created on the level of existence we can study and see it on? Hope that helps.

Why aren't you including time as part of the universe.
If time is included as part of the universe, than it would never have to be before it was.

if god has always existed, wouldn't that mean that it would have to be before it was? if philosophy has always existed, wouldn't that mean that it would have to be before it was? I know algebra was.

This question makes about as much sense as a solar powered flashlight.
The concept of eternity for a being, or a mass is almost impossible for humans to grasp since most things in our lives are finite.
