In general, secular law exists to provide order to an otherwise disordered society, and that order exists because of God's love. As a general rule, submission to the secular authorities is seen as another example of submission to God, because such submission is in keeping with God's plan of love and peace.
Now, it is possible for a man-made law to directly contradict the revealed will and law of God. In such a case, the believer's ultimate loyalty is not to the state, it is to God. Obedience and loyalty to God come before loyalty and obedience to any other person, place, or thing, be they parents, spouse, or country.
Put another way, if a law is written that requires a believer to sin (and such things have happened), then a believer's Holy duty would be to defy and break that law, and accept whatever consequences come with that action.

Not quite sure what you are trying to get at, but the bible does say to obey the laws of the land. That does not mean that secular laws are superior to God's law because God's law will not tell you to do anything against the law of the land.
